Special Council Meeting

That the minutes for the public meetings held on: - Monday, January 24, 2022; and - Tuesday, January 25, 2022 be adopted as presented.

That Community Services Committee Report No. 2022-01 relating to: - Zoning By-Law Amendment by Miller & Urso Surveying Inc. on behalf of 2808138 Ontario Inc. – 327 Dudley Avenue be adopted as presented. Community Services Committee Report No. 2022-01 February 8, 2022 To The Council Of The Corporation Of The City Of North Bay Your Worship and Councillors: The Community Services Committee presents Report No. 2022-01 and recommends: “That 1. the proposed Zoning By-law Amendment by Miller and Urso Surveying Inc. on behalf of 2808138 Ontario Inc. – 327 Dudley Avenue in the City of North Bay to rezone the property from a “Residential Third Density (R3)” zone to a “Residential Multiple Second Density Special No. 138 (RM2 Sp.138)” zone for the property legally described in Appendix A to Report to Council No. CSBU 2022-03 dated January 11, 2022 by Peter Carello be approved; and 2. the subject property be placed under Site Plan Control pursuant to Section 41 of the Planning Act, R.S.O., 1990 as amended.” All of which is respectfully submitted.

That Community Services Committee Report No. 2022-02 relating to: - Draft Plan of Condominium by Miller & Urso Surveying Inc. on behalf of New Vision Park Property Inc. – Memorial Drive (unaddressed) be adopted as presented. Community Services Committee Report No. 2022-02 February 8, 2022 To The Council Of The Corporation Of The City Of North Bay Your Worship and Councillors: The Community Services Committee presents Report No. 2022-02 and recommends: “That 1. the proposed Draft Plan of Condominium (63 units, Plan of Condominium File No. 48CDM-21102) by Miller & Urso Surveying Inc. on behalf of New Vision Park Property Inc. in the City of North Bay for lands described in Appendix A to Report to Council No. CSBU 2022-04, as shown on attached Schedule “B”, be given Draft Approval subject to the conditions in Appendix B to Report to Council No. CSBU 2022-04 dated January 12, 2022 by Peter Carello; and 2. the subject property be placed under Site Plan Control pursuant to Section 41 of the Planning Act, R.S.O., 1990 as amended.” All of which is respectfully submitted.

That the proposed Zoning By-Law Amendment application by Miller & Urso Surveying Inc. on behalf of 1633057 Ontario Limited and 1633091 Ontario Limited – 490 Gormanville Road be received and

That Council authorize the award of a contract to Ed Seguin & Sons Trucking & Paving Ltd. in the amount of $3,745,000.00 (plus HST) for the rehabilitation of Trout Lake Road from Mountainview Drive to Lees Road.

That Council authorize the award of a contract to 930098 Ontario Limited operating as Freightliner North Bay in the amount of $1,000,395.00 (plus HST) for the provision of three (3) tandem snow plow trucks.

That Council authorize the amendments to By-Law No. 2015-115, being a by-law to regulate the setting of fires and to set out precautions to be taken with open air fires, barbecues and gas fired outdoor appliances, as set out in Report to Council CSBU-2022-07 dated January 27, 2022 from Jason Whiteley.

That the following by-laws be read a first and second time: By-Law No. 2022-10 to rezone certain lands on Dudley Avenue (2808138 Ontario Inc. - 327 Dudley Avenue). By-Law No. 2022-11 to designate a Site Plan Control Area on certain lands on Dudley Avenue.

That the following by-laws be read a third time and passed: By-Law No. 2022-10 to rezone certain lands on Dudley Avenue (2808138 Ontario Inc. - 327 Dudley Avenue). By-Law No. 2022-11 to designate a Site Plan Control Area on certain lands on Dudley Avenue.
