the City of North Bay has implemented a Short-Term Rental (STR) By-Law requiring operators to register and pay applicable fees; And Whereas as of today, only eight (8) short-term rental properties have registered with the City despite evidence that additional unregistered short-term rentals remain active; And Whereas this creates an uneven and unfair situation for residents who are complying with the By-Law, registering their properties, and paying required fees; And Whereas Council has a responsibility to ensure that By-Laws are practical, enforceable, and applied equitably. Now Therefore Be it Resolved that Council direct staff to review the current Short-Term Rental By-Law, including registration uptake, compliance levels, enforcement capacity, and overall fairness; Be It Further Resolved that: 1. staff report back to Council with options to improve compliance and ensure a level playing field for all operators, including any recommended amendments to the By-Law or its administration; and 2. pending Council’s consideration of this report, the collection of Short-Term Rental registration fees be temporarily suspended, so as not to disadvantage those residents who are attempting to comply in good faith while broader compliance and enforcement issues are reviewed. Record of Vote (Upon the Request of Councillor Vrebosch) : Yeas: Councillors Vrebosch, King, Inch, Lowery, and Bain. Nays: Councillors Gardiner, Mitchell, Mayne, Horsfield and Mayor Chirico.
