Council requests a review of the Cassellholme Board based on recent events that seem to be contradictory to the Fixing Long Term Care Act , Cassellholme’s own by-laws, and the Board’s fiduciary responsibilities which include: February 20, 2025, the Board rescinded a 2021 resolution that represents an increase of approximately $1 million to the Cassellholme Redevelopment project. This also jeopardized the development of 34 assisted living units, for seniors, in the Nipissing region. September 2, 2025, the Cassellholme Board appeared before North Bay City Council and presented information that was misleading and inaccurate to the public. December 11, 2025, the Board utilized six Ontario Provincial Police officers to prevent board members from attending an important meeting and preclude their participation in an important presentation. February 19, 2026, the Board removed two long-standing municipal appointees without due process and ignored the organization’s current by-laws. This may have been undertaken since the targeted members were questioning the use of Cassellholme funds for possible inappropriate uses. Therefore, be it Resolved that Council request the Chair, Mr. Dave Mendicino, to appear before Council, at its next regular meeting, to explain the Board’s actions. Record of Vote Upon the Request of Councillor Lowery: Yeas: Councillors Lowery, Mayne, King and Inch. Nays: Councillors Mallah, Bain, Gardiner, Horsfield, Mitchell, Vrebosch and Mayor Chirico.
